Summary	0001677: Allow manager to set preferences for user accounts
Description	It would be nice if the mantis administrator or manager could set user preferences for user accounts. The main preference we want to set is the default_project preference, but it would also be nice if we could update the email notification preferences as well since often when we create an account for the first time we want it to have certain settings before the user logs in for the first time.

vboctor 2002-06-01 16:55 manager ~0002771	Only administrators will be able to change preferences for other users. Managers will not be given this right. The point is that you will mainly need to do that when you add a user, and admins are the ones who add them. Also administrators overlooks all projects, while managers look on certain project. Given that user preferences is not project specific, it does not make sense to give managers the right to change it.

vboctor 2002-06-01 21:57 manager ~0002772	Administrators can now edit the preferences of all users. Fixed in CVS and will be available in 0.18.0.
