Summary0020123: Captcha fails when Anonymous is enabled
Description

Enabling both features causes new signups to fail with a captcha_key fault.

Steps To Reproduce

Enable both Anonymous user with no password, and Captcha (if not enabled by default), and attempt to signup for a new account.
