Forward plugin is correct answer to my question. But can you suggest this option besides Monitor Me field and can search it in filter also (view issue tab)

Please don't mix different topics in one issue.

Implementing a monitoring function for non registered users makes not that much sense. It is not possible to check any access rights for such users.
So this will hardly be implemented in Mantis standard.
You would have to write a plugin if you want this functionality.
