Summary	0021572: Deprecate built in time tracking in favour of a plug in
Description	This functionality is better placed as a plugin. Additionally, some of its logic is interleaved badly with core. For example: Bug note logic. The core functionality of managing bug notes should not depend on time tracking logic. Time tracking time info is stored in bug note table. Having this dependency is a risk for fututre improvements of core data structures and logic.
