Summary0002160: notify email with umlauts are ugly
Description

In Germany we have some special characters (umlauts), which must be converted for html usage, as the standard special characters like "quotation mark".
These standard characters are reconverted before sending them as email, but the umlauts are not.

This is probably because the German (and French) localisations used HTML entities. Between 0.17.3 and 0.18.0 these HTML entities have been removed (in ALL localisations) in favor of telling the browser the type of content.

This should be fixed in CVS + 0.18.0.
