Summary	0022554: Press" Submit" before upload complete result in no file uploaded
Description	Tested on both "Report Issue" and "View Issue" pages. Uploading large files, before the upload completes press the submission button again, the Issue/Notes would still be added, but the uploading of file will be skipped, with the end result as none of the intended file shown in issue.
