Summary	0023848: Allow setting tag as mandatory when reporting bugs
Description	Currently tags are not mandatory in bug reporting. Would be great if it was possible to make that mandatory, either by default for all or better, to specify which project we want it to be mandatory. Any of the two would be nice.
