For the record, as mentioned in 0025992:0062563, I started working on that a while ago, but it's not a priority for me and I never finished the work (https://github.com/dregad/mantisbt/tree/rssbuilder-replace). If anyone else wishes to pick up on that feature branch, be my guest.

Note: the library I picked mibe/feedwriter is not so well-maintained... I wanted to use feed-io, but that requires PHP 7.1 so it was not an option.
