Summary	0024564: Missing display of events in Timeline if `All Projects` is selected
Description	If global access right is higher than access right for a specific project, some events are not displayed in Timeline if `All Projects` is selected e.g. set `$g_tag_view_threshold = NOBODY;` in config_inc.php, but set it to `VIEWER` for a specific project in database. Result: Add tag event is not displayed in Timeline if `All Projects` is selected. It’s just displayed if the specific project is selected.
