Summary	0025480: Subproject of a disabled project behave inconsistently
Description	When having a project A (enabled), which is a subproject of a disabled project B, the behaviour is inconsitent: Sometimes (for some user) the project A is listed in the project selection. Other times it's not. The project is accesible and can be used once selected. For some users (eg: administrator) project A is never listed in the project selection.
