Summary0025658: Require javascript

Currently, there is diverse javascript code to manage some functionalities in the web UI. Usually, there is fallback functionality for non-javascript, but as reported (project selection), we have some issues.

Should we consider making javascript a requeriment for web UI?
This way we can clean up redundancy for fallback functionality (eg, view_filters_page.php), and move forward for better UI optimizations, eg: more interactive form selectors, filters, etc.

I thought that we already made the decision to require Javascript for 2.x releases. I'm 100% in agreement with this.

I'm fine with making JavaScript required.

Should this be considered a breaking change, i.e. released as 3.x ?
