Summary	0026074: Creating an invalid tag should fail with an error
Description	Currently when trying to create a new tag with an invalid name (e.g. `-tag`) from manage_tags_page.php#tagcreate, Mantis silently ignores the error, and redirects the user to the Manage Tags list without notifying the user. The operation should trigger an error, to avoid confusion.
