Description

new installed ubuntu server with all updates
installed needed environment (mysql,php,apache2)
mantisbt 2.25.1 unpacked at a new server. mysql dump inserted. run updater

Steps To Reproduce

wget https://tenet.dl.sourceforge.net/project/mantisbt/mantis-stable/2.24.3/mantisbt-2.3.20.zip
unzip mantisbt-2.3.20.zip
mv mantisbt-2.24.3 /var/www/html/mantisbt
mysql -uroot -p < mantis.sql

Additional Information

i tried it with version mantisbt-1.3.20, but it results in the same error.

I hoped the enhancements in 0024416 are good enough so that administrators are able to fix the issue by themselves.
Isn't the error message and the hint how to fix it (check/delete the affected row in mantis_config_table) clear?

@fholland please read also the dicussion in duplicate issue 0021312 and the related issue 0024416.
After that you might be able to fix the issue.
