0003226: A bug? if you are in 'view bugs' and 'all projects' you can't filter for categories

Summary	0003226: A bug? if you are in 'view bugs' and 'all projects' you can't filter for categories
Description	If you are in all projects, there are no categories in the filter. If you select a project, everything is fine. I'm not sure, if this is a bug.
