Summary	0003447: New bug entries are not emailed to non-admin users
Description	If a normal user (say developer) is setup to receive notifications on new bugs, assignments, etc. no emails are being sent when a new bug is logged. Or, if a user is setup to receive notifications when a bug is assigned (I assume only when assigned to him) no notifications are being sent.
