Summary0034500: Support freezing of versions

Unfortunately, we keep running into the situation that developers and/or product owners mark issues as fixed in versions which have been released to the public and should therefore be immutable.

We tried establishing policies, to no avail. It would be of great help if it was possible to freeze a version, thereby making it impossible for anyone except the sysadmin to make changes to it.

To clarify: By "making changes" I also mean the version's changelog or roadmap. As such, after freezing it, it should no longer be possible to use the version in the fields "fixed in" or "target version".
