Summary	0003688: Add threshold for changing the bug/bugnote view status
Description	Add thresholds to control what access level is needed to set view status when reporting bug/bugnotes. And another threshold for changing the view status when updating the bugs. In case the reporter doesn't have access to set the view status, the default view status will be used.
