You mention markdown icons but I am not aware of such feature in Markdown.

Looking at your report's Description field you just seem to be inserting Emoji characters. If that's indeed the case, then the reported behavior is likely a consequence of our current lack of support for "proper" Unicode on MySQL (see 0020431 - can't believe it's been nearly 10 years since I submitted that one...), as the database is defined with utf8mb3 character set, which does not allow the full UTF-8 range.

As a workaround, you can try to manually convert your database tables and fields to utf8mb4 and disable db_mysql_fix_utf8() function in database_api.php (see 0021101). This is not officially supported, do it at your own risk !
