Summary0004085: The system complains about missing required fields
Description

When I was submitting the previous issue 0004084, I wanted to put the text that I put into bugnote into "Aditional information" field. But the system didn't let me to do this - it said about required field missing. When I cleaned "addtional information" field, I was able to successfully submit the form.

Just looked through bugs database and found the related bug 0004080 where the problem is the same. And they all lead to my issue 0004084 as applying UTF-8 codepage will fix problems with different codepages.
