Summary	0004195: Mails do not show national characters correctly
Description	Mails sent from mantis bugtracker do not show national characters correctly. For example, Slovenian letter c with hatchek is shown as two symbols in mail subject. These characters are correctly displayed on web pages, so that this is obviously encoding problem.
