Do you have "ADMINISTRATOR" access priviledges? This gates showing the administer users pages.

Yes I logged in as an administrator! Also I can define new projects but no access to user-properties.

I did find an issue with the opposite of what you are reporting. It appears that if a non-administrator is given administrator access for a project, they will see the link to the manage_users page, but the link will fail.

Does the ADMINISTRATOR have any other privilege overrides set?

Two requests:

1) Could you post a screen shot of the manage page? I'm interested in the information at the top of the page.

2) are there any private projects defined? Are they all private?

Yes one is public. You see it on the screenshot. It mut have to do something with the data, because I have another side with exactly the same configuration, and there the link to the users is shown. Thanks.
