Sometime I report problems to external Users that have no Mantis-Access (e.g. HP-Support). For documentation-topics I've added this external-user, but disabled all Email-Notification. The external users should only get informed (manually) on major changes of this bug. That's why I would like to have two new features:

1. Mark User as an external User in the User-Manager
2. In the Bug-View I would like to have a button "Send summery to involved external users (Word- or Plaintext Format)"
