Summary0004372: Wrong Reciepients-List in "send a reminder"
Description

In View Issues I've selected "all projects". Then I open the details of one of this issues. When I now select "send a reminder" I receive a list off all users in all projects. I think the list of recipients should only contain the list of users that are member of the project.

This is true for public projects. All users with a reporter access to the project are listed. Unfortunately, it lists all users for private projects as well.
