Summary	0004444: Threshold for assigning bugs
Description	It would be nice if one could seperate the threshold for 'accepting' bugs and 'assigning' bugs.
Additional Information	For instance, I want everyone above DEVELOPER to be able to accept responsiblity for a bug but I want only those with MANAGER or higher to be able to assign to users other than themselves. Developers can assign a bug to themselves but cannot assign to others. I am currently working on this. If this is a desireable feature and/or someone is already working on it please let me know.
