Summary	0004453: decision/configuration of moment to fill a dedicated custom field
Description	In above product version, custom fields can only be filled on setting up a new issue. My wish is, to configure, when a custom field is available to fill out (i.e. on a new issue, closing an issue) and additionally: if it is mandatory or not.

Display Only On Advanced Page Display When Reporting Issues Display When Updating Issues Display When Resolving Issues Display When Closing Issues Required On Report Required On Update Required On Resolve Required On Close
