Summary	0004549: Private project threshold locks out private project access
Description	I wanted to give a user default global administrator access by setting user permissions to administrator - OK. I then want to be able to stop that user being automatically assigned to private projects using, $g_private_project_threshold = NOBODY; I then want to manually assign that user to a private project with a new access level, MANAGER, so that automatic emails rules are applied etc. However the above setting removes access to all projects regardless of the users permissions, which are set to Administrator.
Additional Information	This issue arose because a user with permissions MANAGER cannot edit a news item created by an administrator even though the setting $g_manage_news_threshold was set to DEVELOPER.
