Summary | 0004933: Be able to set a category to be the 'default' category and/or default it to 'empty' to force user to make selection
Description | When reporting new issues, the category drop down defaults to the first category alphabetically. If the user doesn't consciously make a choice for category then the issue is applied to the incorrect category. As a workaround I created a category '. Unknown' to force it to the top of the list, thus making it the 'default' if the user doesn't explicitly change it in the issue reporting form. Two features might be good: 1) being able to choose which category is the default instead of the first one alphabetically and 2) making it default to 'choose' and making sure the user picks a valid value (give an error if they submit the form without choosing a category if they left it set to 'choose')
