Summary	0005284: Allow Project Documentation to be links in addition to uploads
Description	Mantis should allow project documents (the "Docs" links in Mantis) to be source-code managed rather than forcing uploads (that will be out-of-date compared to to the official version). Assuming CVS and ViewCVS are available, this could be accomplished with a link to the ViewCVS version of the project documentation file. Allowing Project Documentation links may be useful for other reasons.
