thraxisp 2005-06-22 09:02 reporter ~0010603	Yes, This would be a more strict interpretation of private. If "view_private_bug_threshold" were set to MANAGER, the handler wouldn't be able to see the bug. It would have to be asigned to them by a manager before they could see it.
