Summary	0006136: Make all configuration stored in DB. For administrate site from it.
Description	I use a mantis a lot. But only system admins can configure it. I'm a manstis-admin. But I only can create a projects, users, custom fileds. But unable to make mantis more customable. I saw Jira with it's customization posibilities. It would be greate to custom for each projects not only custom fields but and: all fields as Category, Reproducibility, Severity, OS, etc - all of them status. For some cases it would be nice to customize statuses. As I understand right all of them are like custom field in its nature, with additional configuration. Please think about it. And if it is possible try trial JIRA, for some ideas in such direction.
Additional Information	For example I'd like to make subprojects with it's own status-map. And have possibility make it from site.
