Summary	0007584: Add reporter to view private bugs
Description	Szenario: User adds a private bug. He and $g_private_bug_threshold can see the bug. Now the reporter or a developer sends a reminder to another user. This User can't see the bug. Request: when I send a reminder, add this user to the 'list' who can view the bug. (or any other possibility to add viewers to a private bug; this 'send reminder' is only a possible work-around)
