Summary	0008352: Upgrading from 1.1.0a3 to 1.1.0a4 generating non correct visualization for 'é, è, à, ù, ..' characters
Description	We have 1.1.0a3 version of Mantis and we have upgraded to 1.1.0a4 but all the issue with the é è ù à ò ... are visible with different characters. We have tried to follow the advise in 0008230 but doesn't resolve the bug. We use Wamp 5 (APACHE 2.2.4, PHP 5.2.2 MYSQL 5.0.37)
