As downloaded on 20-12-2007, the mantis-1.1.0.tar.gz archive does not contain the file mantis-1.1.0/doc/UPGRADING.

The mantis-1.1.0/doc directory only contains: CREDITS, CUSTOMIZATION, ChangeLog, INSTALL, LICENSE.
