Summary	0008703: Incorrect link in the auto-emails sent when issues change status
Description	When someone updates a Mantis issue the reporter gets an email, and there’s a handy link in that email to the updater’s notes. For example, the snippet might look like: (0011773) Jimmy Jimson (developer) - 2008-01-03 16:06 https://intranet/mantis/view.php?id=25618#11773 But, you'll find that there is no such named anchor in the view page. This, however, would scroll you closer to the comment: https://intranet/mantis/view.php?id=25618#bugnotes
Steps To Reproduce	1) Report an issue 2) Change the status of the issue, attaching a new note 3) Get the email about the status change 4) Click the link to the note in the status change email 5) Notice that you aren't scrolled down to the note
