I agree. I just went through HOOPS to find out the same thing. I have three different projects. For each project there are certain tags and certain people in certain project can do tags. I am playing around and have 5 users. All have a different access level. I have made a few projects also. When I try to update an issue and I want to assign it to another person, these people show up under the "Reporter" drop down but NOT the "Assign To" drop down. I am not sure what is ...

Can someone please tell me what this means ??

Im new to the bugtracking, workflow stuff. I am confused. Im looking at the config_defaults_inc.php file and I see a few things that confuse me.
I see status as
• 'new': a new bug has been added
• 'owner': a bug has been assigned to a new owner
