Admin account is locked out until first login

I installed Mantis 2.25.7. The script worked fine.
But the system does not let the Administrator on the first login attempt! The standard login/password specified in the documentation ("administrator"/"root") is not accepted.
The administrator account is enabled and the hash matches "root".

If it still does not work, I would at least start the installation again. Normally this should work fine.
Which PHP / OS are you using?

Ubuntu 22.04 / PHP 8.0.30 / MySQL 8.0.34 / Apache 2.4.57

Do I need to completely remove the Mantis catalog and database first and then reinstall?

A very clean install is the best in this case since you have not been using it at all.
So yes, I would remove DB and catalog and start all over.

Happened! Logged into the system. Everything is working!
Why the standard administrator password was not immediately accepted, I don’t know. But it doesn't matter anymore. Now, after reinstallation, everything is in order.
