Summary	0023571: Icon for private notes and private issues are not consistent
Description	A lock is used for private issues in My View page where a red eye is used for private notes in Issue Details page. I wonder if we should be consistent with which icons to use to mark something as private.

But user-secret is not used that often in applications and hand-paper-o is not well designed to express what we want. So +1 for the lock.
