Summary0025563: Subprojects of a disabled project are not accesible through projects menu
Description

When having a project A, with subproject B:
if A is disabled, B doesn't appear in the projects menu selector, so it can't be selected to work as current project.

However, the project B is still usable by any other means.

Apparently here the same question as with disabled users. How can I filter the list of issues for disabled projects?

Can add in the advanced filter parameter "Projects"?
In a simple filter, leave it as it is, and in the extended filter, allow adding additional projects to the current filter, including disabled ones.

In my system there are many projects with different levels of nesting.
Some time ago I had to add my plugin with the function of disconnecting nested projects when the parent is disconnected.
Unfortunately, at that moment I did not notice that MantisBT already stops displaying embedded projects if their parent is disabled.
In general, I am in favor of eliminating this ambiguity.
