Summary0004292: Sign-up sends a password for LDAP
Description

For external authorizations, we should not send a password in the sign-up (as we don't know or control it). The reset password button should also be removed. Maybe these could be replaced with a message to "see your system administrator".

As a precursor to 0004235, I will add a custom function to determine if Mantis can set the user's password. If false, all password change mechanisms will be disabled. The sign-up page will also be changed to not require authentication. The sign-up message will also be changed.
