Summary	0004296: Permission groups: ability to adjust users' view permissions easily
Description	It would be great if you could add and remove user groups with custom view permissions more easily.
Additional Information	What we would like to be able to do is have an internal developer who can view / edit private bug notes. An external developer who can't. Also it would be great if could have a simple interface to create groups with tick boxes for the various view / edit functions. It would be even better if that could be done by project. Thoughts?
