Summary0006185: How to assign a bug to another reporter
Description

I'm not a reporter but a manager or a devoloper (such as a hot-line).
I register a new bug but I'm not the user who have the problem.
How can I record and assign the bug to another reporter ?

Once the issue is reported, you can use the "Update" page to change the reporter.

Yes I know but for a specific profile, like a hot-liner who can modify the reporter before record the bug.
If I need to update after register the bug, if there is a notification on new bug, user will be notify before updating the name of the reporter.
