When a developer adds a bug report, he should be able to assign another person as reporter because quite often a developer will add an issue which has been told to him (for example by telephone by the customer) and he wants to add it like the user did it himself. You can change this after creating the bug report by changing the issue but this is cumbersome and the email sent to the user as result will be a bit confusing. When stating this while adding the report, a meaningful notification like "An issue has been reported for you, please consider reporting issues yourself using http://.../" could be send to the user.
