Summary	0000723: Email on new news items
Description	I would like to be able to have new news items be sent to people who want it via email as well as put in the list. This way people can easily be kept up to date of new developments.
Additional Information	The programmers around here send out frequent "check-in" emails when they make major code changes. I would like them to be able to put these into a news item in the Mantis DB but still be able to have them sent out as email like everyone is used to.
