The update.php script doesn't run on its own. You need to envoke it.

Look at custom_field_table and find the id of the custom field. Do a sub select on bug_table and find all bugs for that project and insert a row into custom_field_string_table for each one.

You need to check the configuration for the projects involved as well as the personal preferences of the users on their account page. If any of those are configurations could be the cause. You just need to go through every one of the configuration pages and double check their settings.

There is most likely a limit on file size. Restore your admin directory and take a look at http://www.yoursite.com/admin/check.php, and look in the File Uploading section.

If projects are Public, the will automatically be added to that project. If the projects are Private, you will need to manually add them to the project. This is the default behavior, so I suspect that you have set the project up as Public.
